Just one small point here...this addresses what I am talking about. In big cities, we look at it this way. No one reports it and people look at as victimless. If a group of kids is smoking weed, and/or a transient is smoking crack in the vicinity of kids in a park in Colby, KS.....someone is absolutely reporting it, and local cops would address it. That still happens in small towns. In big cities, it's just looked at as an unfortunate inconvenience.

This is NOT earth shaking thought !Cities have always been more chaotic than rural areas. That's literally a function of human behavior. Cities also provide more anonymity for questionable behavior. They also tend to have less resources directed towards behavioral control, relatively speaking
I happen to agree with you that disorder generally is bad. I also think that, no matter how good we could become at maintaining a standard of order, city living will be more chaotic than the countryside. People didn't move into suburbs for no reason back when the auto and economic growth made them doable.
