This is fascinating if true, and the LAPD is posting it so I assume it is. The guy just arrested for starting the Pacific Palisades fire set a different fire in the Pacific Palisades on Jan 1, which was supposedly extinguished by LA Fire. The story now is it wasn't, and roared backed into life on Jan 7 when the devastating fire spread.
The guy sounds like a nut job but with drought and high winds (and an empty reservoir), how do they not make sure the fire is out?
The LA Fire Department got terrible reviews on how they handled this and the other fires around LA that night. It is incomprehenisble that they could be so incompetent. Smokey the Bear would not approve.
