I'm not going to blame the 19 year old "code wizards" for not knowing COBOL, since it's not even in use anymore, but this is clearly an example of them jumping to conclusions. I imagine that after some further digging, or if they ever bring in some retired COBOL engineers to check everything, it's going to come out that it's not as nefarious as they want it to seem. In the event it's not an error interpreting COBOL, I'd be curious to see if those age ranges are receiving benefits, or if it's just individuals who don't have a death certificate on file but aren't receiving benefits.
