Not sure of Elizabeth City Northeastern schedule as of yet for the upcoming season, but year in and year out they play teams out of the tidewater area as well as the Richmond area. Dinwiddie sounds like a great matchup for a very loaded NHS team that has two of the top 10 players in the state. It's worth a shot getting in contact with their athletic department.
