B) I still don't think this establishes much. Don't you just have to report the price paid to the DMV for taxes? If so, do people under report the price paid? Also, isn't establishing the true value of a used car fairly inexact? I mean, when I've sold my old cars, I've gotten offers thousands of dollars apart.
