Hypothetical BCS situation...

For argument's sake, let's say the following situation happens: Oklahoma continues their beatdown on Texas Tech. Next weekend, Oklahoma State upsets Oklahoma in Stillwater, Texas beats Texas A&M, and Texas Tech beats Baylor. Tech takes the tiebreaker over Texas and represents the Big XII South in the conference title game. Even if they win the Big XII, Tech's chances of making the BCS Championship are essentially gone after tonight's game. Meanwhile, Texas sits near the top of the BCS Standings, but doesn't win or even play for their conference title.

Who, along with the Florida-Alabama winner, do you put in the National Championship?

if they don't win their conference? If Oregon State wins next week they are the Pac 10 champs. After Nebraska went to the championship game a few years ago without winning the Big 12, wasn't their talk of changing it so that you had to be a conference champion to go to the BCS championship?

No, don't you remember just two years ago all the controversy over people wanting the Ohio State-Michigan rematch, which almost happened but for a few smart voters?

Or the fact that Oklahoma went to the championship game in 2003 after getting blown out in the championship game?

there is no rule that says you have to be a conference champion to play in the national title game. And, technically, if USC wins out and Oregon State wins out, they would both be Pac 10 co-champions since they would only have one loss. Oregon State would hold the tie-breaker and would go to the Rose Bowl, but if USC were ranked either 1st or 2nd in the BCS poll, they could go to the national championship game.

Now, voters may move them down in their polls to keep that from happening (see Florida and Michigan two years ago), but there is no rule that says they couldn't play in the title game.
