Between football and basketball?
And do you feel like WVU has met that goal over the last decade?
Football.
There are less D1 NCAA FB teams than NCAA BB teams and you have a better chance playing on the big stage at a D1 BB school in a less prestigious conference than a player at a D1 FB school in a less prestigious conference has of playing on the big stage. Thus less overall schools to compete with and the conference affiliation system gives WVU a leg up on the Sun Belt's, WAC's, Conference USA's of the world with regard to FB more so than BB.
NBA has only a one year post highschool rule before admittance while it also has other options such as overseas and G league. The latter options can even be a full and relatively lucrative career. In FB, there is a 3 year post high school before admittance rule and no other real options to improve your skills outside of an NCAA FBS team. NFL is also still the only real viable professional route outside of the far less desirable Canadian FB league. Unlike BB there is a definite advantage to prepping at a FBS, P5 NCAA FB program than anything else when your goal is the NFL.
