What Perry did and was doing is like nothing anyone else was or is doing. He ran the room , showed technique, wrestled with guys, traveled with the team and was paid by the RTC as a coach. No other boosters in wrestling are doing that. People are now trying to act like Bob and other boosters are the same when it's just not even remotely true. Iowa st knew what they were doing and thought his title made it legal the NCAA had an issue with him being involved in day to day operations.
You are real fixated on Perry's classification as a booster, as though you think the NCAA had to stretch to call him that in order to issue punishment. But it is not a stretch. Perry exactly fits the NCAA definition of booster. That he doesn't fit your decinition is irrelevant.

A booster is defined as an

who is known (or who should have
been known) by a member of the institution’s executive or athletics administration or an athletics department staff member to have participated in or to be a member of an agency

financial contributions to the athletics department or an institution’s booster organization, to assist or to have been requested (by the athletics department staff)
to assist in the recruitment of prospective student-athletes, or to assist or to have assisted in providing benefits to enrolled student-athletes or their family members.
Once he assisted in recruiting he achieved booster status. This is not a new definition either.
