If you enter the portal and transfer to a team, you do not have to sit out if it is your first transfer but what happens it the new team kicks you out? Can you then enter the portal again, transfer and play instantly?

The portal is closed right (closed end of Apr I think?)?

He would need to apply for a waiver to play immediately. Odds of receiving one probably depends on what he did to get booted.
