Its a flipping intersection for crying out loud. Not a wall mural, not a banner, not even a billboard. It isn't intended to be a high art focal point, relay information or advertise anything. It is just a whimsical, generic design in DOT colors intended to add a little interest at a busy pedestrian & car traffic area to get folks to slow down.
