I believe it is. We can hope for a Chris Weinke situation (signed with FSU out of high school but didn't play for them until six years later).

no. loi lasts for a yr basically. if the kid doesn't enroll or the school give him a scholly, he is a free agent.

Here's what http://www.ncaa.org/wps/wcm/connect/nli/nli/nli+provisions/null+and+void says:

c. One-Year Absence. This NLI shall be declared null and void if I have not attended any institution (two-year or four-year) for at least one academic year, provided my request for athletics financial aid for a subsequent fall term is denied by the signing institution. I may still apply this provision if I initially enrolled in an NLI member institution but have been absent for at least one academic year. To apply this provision, I must file with the appropriate conference office a statement from the director of athletics that such athletics financial aid will not be available for the requested fall term.

I think ​(and I could be wrong) that means that if we are willing to offer him a scholarship still X years down the road, the LOI would still be binding. He could go elsewhere, of course, and lose a year of eligibility.
