He hit .375 in spring training last year. The Rays (like more than a few MLB teams) haven’t been interested in fielding their best possible team in the moment, and keep chasing future payoffs and “next gen” stats.
Maybe Jake’s numbers will reach the tipping point where they can’t ignore him any longer.

On ESPN, it only shows four outfielders on their 40 man roster. But it also shows him as 5th on CF depth chart. I guess a few of their infielders also play outfield.

If he doesn't make the opening day roster this year, do the Rays have to make him available to other teams? Did I dream of somebody saying that?

I don't think that's the way it works. They protected him from the Rule 5 draft by adding him to the 40-man roster. As long as they keep him there, he's protected. If they take him off for anything besides an injury, other teams will get a chance to grab him not long after.

I think the rays still have 5 times they can option him down to the minors before he is eligible for waivers. I wouldn’t be shocked to see him play in the pros this year but I doubt he’s on the initial mlb roster.

Got interested enough to look it up, and I think since Mangum has five full years of service, he has to consent to be optioned back to the minors, and otherwise he goes through the waiver process. That's 3 minutes of research though so wouldn't bet the farm on it being right.
