This is really starting to stretch it. Yes you do see NFL and college teams have to call time outs because of a substitution problem. It happens to everyone. It only indicates a lack of preparation or shows that the players haven't been taught what to do if it happens a lot.
I don't understand your point about it being the first third and long of the game. First, how do we know that is the cause of the mistake? What makes you think that a college football team's substitution patterns are a simple as "third and long, these guys go in?" Second, what difference does it make anyway? What if it were the third third and long of the game? Wouldn't that actually be worse if they had already done it correctly twice before messing it up? And haven't we made that substitution correctly 100 times this season? It happens at randome times.
To ignore the performance of the defense and suggest that the team was embarassingly unprepared based on having to call one time out due to a substitution issue is just really grasping at straws.
