I believe that is an elevator shaft. As far as the stairs leading to the roof, I think TV platform sounds logical.
also, quick question about this pic:
what is the purpose of the brick structure in the foreground? its got steps leading up to it, so is it a tv camera platform?
It's a stairwell only they just bricked it in to hide it. No elevator shaft. Could be for tv like you mentioned.
