Forming a "wedge" on a kickoff return is no longer legal. If three or more players line up shoulder-to-shoulder within two yards of each other, it will be a penalty.
So, a guy on the ground has to quit once he's down? What options are left for tackling a QB? They might as well implement a 2 hand touch rule for QB's if they are so hell bent on protecting them more than other players.A defensive player on the ground may no longer lunge or dive at the quarterback's lower legs.
