I don't know of any plans has for the inner cities and I think if it was that simple it would have been done long ago After the Civil Rights Act was passed in 1964 the Democrats have gotten at least 85% in POTUS elections every time since and if that's going to change it's going to change slowly. Trump got 8% this time and I think if he got 15% in 2020 that would be a giant improvement. I doubt he'll even get that.
It is gong to take a long time for the GOP to create enough trust of blacks to greatly increase their percentage of the vote, assuming it ever happens at all. I think Hispanics are a much more likely group for the GOP to make gains in assuming they can keep the xenophobes away.

Never mind that Black citizen's "civil rights" were already codified in the Constitution, and the 1964 Civil Rights Act simply more clearly defined how those rights would be protected under the Law.
Trump's strategy for dealing with chronic unemployment and underemployment among Black youth (which spiraled under Obama) is to foster public/private business partnerships with outreach groups like CORE (Congress on Racial Equality) 100 Black Businessmen, the Philip Randolph Institute, AABE (American Association of Blacks in Energy) AHBAI (American Health and Beauty Aids Institute) BAE (Black Agency Executives) and a host of others too numerous to list here, to build strategies and consensus towards addressing the issues needed to increase work skills, attitudes, and develop business opportunities for minority youth and Black owned and operated enterprises. Dr. Ben Carson (nominee for HUD Secretary) will spearhead many of these initiatives, and through uses of strategies such as tax free enterprise zones, relaxation of capital requirements for small community lending institutions, venture capital outreaches among private investors to create funding mechanisms for minority owned businesses, and a variety of other training and education outreaches to both educate and inspire Blacks to become self-sufficient in the free market economy.
All of this outreach is not only exciting, but it is anathema to the Left, which does not want to see Blacks owning their own businesses or creating their own economic futures without Democrat party politicians pulling the strings.... the exact "identity politics" PAX has mentioned, which Democrats use to control the 95% Black vote they are guaranteed. Mark my words, they will oppose ALL of these admirable outreach initiatives because if they are successful, it will mean an end to Democrat monopoly of the Black vote.
Now you Leftists can not believe what either I or PAX are saying about how your side operates when it comes to race and gender, but ask yourselves... do you see ANY support among the Democrats or anyone on the Left for any of these initiatives that do not involve more Government spending or social programs?
When you find them, post it.
What you will more easily find that you will probably also eagerly post, is their continued use of these exact identity politics & tactics to divide along racial lines, and call racial bigotry out against anyone who does not support their Big Government social agenda to keep Blacks dependent on Democrat handouts and Black votes for Left wing Democrats.
