The NSAA Board of Directors met on December 11, 2025 at the Divots Conference Center in Norfolk with the following members present:

District I - Kara Graham, Lincoln Southeast​
District I - Dade McDonald, McCool Junction​
District II - Dr. Nick Wemhoff, Fort Calhoun​
District II - Thomas Lee, Omaha Westview​
District III - Brad Hoesing, Wausa​
District IV - Darren Tobey, Broken Bow​
District V - Robert Drews, Arapahoe​
District VI - Dr. Troy Unzicker, Alliance​
Also in attendance: Bobby Truhe, NSAA Legal Counsel; Kelly Clausen, NHSOA Executive Director.

The meeting was called to order at 8:30 a.m.

1. Moved to approve the Consent Agenda. Items on the Consent Agenda included:

  • Approval of the Agenda as presented
  • Approval of the Minutes of the November 5 Board of Directors Meeting
  • Approval of the Minutes of the November 19 Special Electronic Board of Directors Meeting
  • Approval of the Financial Statements
  • Approval of the new cooperative sponsorship for the 2026-27 and 2027-28 school years: Elwood and Eustis-Farnam for Football and Girls Golf
Motion Carried: 8-0

2. The Board entered closed session at 8:33 a.m. to hear an appeal from Maxwell High School.

3. The Board exited closed session at 8:58 a.m.

4. The Board and Staff discussed Legislative Proposals.

5. The Board moved to approve the Nebraska Department of Education Enrollment Numbers for the 2026-2027 school year. Motion Carried: 8-0

6. The Board and Staff discussed the NSAA Strategic Plan Progress Reports, including priorities of creating an Undue Influence Bylaw Review Committee and evaluating the NSAA Football Postseason reimbursement structure

7. NHSOA Executive Director Kelly Clausen provided a report to the Board, including his upcoming resignation in 2026.

8. Informational items from NSAA Staff reports include:
  • The Champions for Coaches nomination deadline is January 20th

  • The NSAA applied to the NFHS to be allowed to experiment with expanded one-way communication in baseball
9. Moved to enter executive session at 10:03 a.m. Motion Carried: 8-0

10. Moved to exit executive session at 10:53 a.m. Motion Carried: 8-0

11. Moved to approve the hardship appeal for Maxwell High School. Motion Carried: 8-0

There being no further business, the meeting was adjourned at 10:55 a.m.

The next meeting of the NSAA Board of Directors will be January 22, 2026 at the NSAA Office in Lincoln.
