Without even debating whether storming the field is good or bad, what in the hell is fining the school supposed to accomplish? Short of putting up European style soccer game fencing, how is any college supposed to keep the students off the field? Sounds like a bureaucratic knee-jerk reaction that says "See this is wrong so we are going to fine the offenders." They are just trying to create the impression they are doing something.
