One thing that could fix targeting

Is not allowing slow mo replays. Slow mo makes it look like the defender had time to make a decision. Only real time replays when considering targeting.

I get it, but whether you made a decision or not is irrelevant. Intent or making a decision to target is not part of what constitutes targeting.

They could fix it by playing flag football.

There should be two categories of targeting. Flagrant one flagrant two. With the most egregious coming with ejection.

Yellow card / red card makes sense, but I’m guessing there is legal exposure around head injuries.
