Even though this thread has spiraled into a political debate and will surly be locked soon....

I thought I would clarify my post about getting MPACT info yesterday in the mail. I just looked at it again and it was a MACS program thing.

They may "technically" not be a government agency, which means they are still owned by the government and answers to Congress (as you mentioned with the constraints). They are not privately owned by individuals or stockholders, like Home Depot, FedEx, or Bob's Tire Shop. Another example of how government can't run anything good financially. The employees are overpaid, and the post office are usually overstaffed, despite the service being substandard. Trust me, I worked for the government for a period, and now I own my own business. The difference is daylight and dark. I've seen both sides.
