- Over what period of time did it take to spend multiple billions on those things?
- Are you including 10 or 20 years ago in the time frame above, so those costs are then also part of the baseline? If so, we'll that doesn't seem useful.

Once again, cutting spending that is not effective or impactful or meeting the stated goal/requirements of a program or Department makes sense.
