That's the mission of 16th section land, to generate as much income as possible for school systems for the use of the land by leasee, not for his family to have a cheap lease. As for it being "his families land", 16th section land existed even before MS statehood in 1817, (established by Continental Congress way back in late 1700s) but the current laws for our states land were set up in the MS constitution of 1890.
