He failed to qualify at LSU.

He signed with MGCCC. He went to summer school as a part time student while trying to get eligible. He never participated in football at MGCCC. While he was at MGCCC, LSU started chasing a QB at Penn St named Rob Bolden. When the Penn St guy started looking promising due to impending sanctions, LSU kind of gave up on getting Liggins qualified. They needed a scholarship for Bolden, so they released Liggins from his LOI. Therefore, he is a free man unless he plays juco ball. In which case, he is obligated to MGCCC. He can attend NWCC as a regular student while working to get eligible. His clock doesn't start until he enrolls somewhere full time.

"I’m looking for a place where I can step in and play without having to sit out two more years behind somebody.”

Then why in the hell do you sign with the deepest football team in the nation (debatably) in the first place?
