Re-furbished cell phones?

I have bought several over the years from Verizon. Never had any issues and saved a lot of money.
My mom has one and it still had pictures from the previous owner 
Just bought a blue iPhone 15 Pro for $400+tax. It's like someone used it for a week. Has 100% battery health with 7 cycles, and condition is 9.9 of 10. Sold my blue iPhone 13 Pro for $300-fees, so less than $200 for the upgrade. I'll update to an 17 Pro in 2 years.
Every phone I've bought in the past 10 years has either been a "renewed" or new unlocked phone off of Amazon. I've only had one bad experience where I was sent a phone that was not unlocked by a shady seller.
People get locked into crazy contracts when they "purchase" phones through carriers, it's a massive scam. If you are an android user you can get a great new phone for <300 bucks.
