Now we have this NiL thing in place that is probably going to be more of a factor to success than what the admin actually has control of. If we are going to be competitive we have to do a much better job on the fund raising front. Whether people like it or not the external factors are going to become  a more determinant factor to success than the internal factors.</p></blockquote><p></p>
