I get over/under. Its the point at which the house wants half the people betting over and half betting under. When it shifts up, in indicates too many people were betting above. When it shifts down, it indicates too many people were betting under.

What does "under - 130" or "over - 165" mean?

In your example, you'd have to bet $130 of your own money to get $100 returned to you if you are correct.
