Shouldn't Flagrant Fouls Have Been Called Against Michigan?

Don't understand why flagrant fouls weren't called when Cliff and Palmquist were hit in the face?
Dickinson hits Cliff in the face and then scores a bunch of points while Cliff is on the bench.
