Or at least, I don't remember a jump being the problem. It was more of a comparison to his GPA, etc. According to this article from his recruitment days:

admissions department thought he scored far higher than a 2.9 GPA
should. Chaney had also taken the ACT on which he scored a 17. The
combination of ACT and GPA were high enough to gain admission to Georgia
but the Georgia admissions people were stuck on that SAT score. He was
told this past week that he's been denied admission."
UGA had a point, for what it's worth. A 1290 on the SAT the year he came out is 88th percentile. This year on the ACT (can't find 2005), a 17 was 33rd percentile.
