Why did the Obama administration fundamentally change the way our intelligence agencies share information 17 days before they left office?

But but but but ...Airport told us yesterday they couldn't listen to a US citizen's conversation.....
Quit hijacking my thread unless you're answering the question. Why did they change it with 17 days left in their administration? Why not earlier?
And you didn't bother answering my question yesterday either.
Why would a presidential campaign stay in constant contact with a foreign government during a campaign?
For legal reasons, that's all I know and end of story. Now answer mine.
If not your sarcasm, then why?
The USA PATRIOT Act is an Act of Congress that was signed into law by President George W. Bush on October 26, 2001.[1] With its ten-letter abbreviation (USA PATRIOT) expanded, the full title is "Uniting and Strengthening America by Providing Appropriate Tools Required to Intercept and Obstruct Terrorism Act of 2001".[2]Why did the Obama administration fundamentally change the way our intelligence agencies share information 17 days before they left office?

This doesn't answer your question, but it does address the topic:
I don't think it is necessarily a bad thing. Once one government agency (intelligence agency) has the info, why not allow them to share it with 15 other intelligence agencies?
Then I have trouble with "Once one government agency has the info". They shouldn't have it in the first place without a warrant.
That is a completely different conversation and not very relevant to this article.
