I'll venture a guess that it's a hedge against a potential cash flow issue. The fees, etcetera, that the membership pays probably will not start being sent in until after July 1, leaving a gap between "needs and haves". And Ken Tilley might have had a substantial departure benefit due him when he left?

So, I wonder if ALL classes will rotate semi-final pairings every year/cycle. In most classes besides 4 and perhaps 5, it would seem to make sense geographically to permanently pair up A vs B and C vs D. Class 6 may want to rotate for competitive reasons because A and B (757, Richmond) only have 20 schools while C and D (NOVA) have 35.

If I had to guess, I think the VHSL will let the members in each class decide what they want to do after the upcoming school year. I can't see where it makes any difference if one class rotates, and another class doesn't. Like you said, it may be good economically and competitively in one class, and detrimental in another.

What I'm really curious about is if any Regions, (speaking strictly of football), come up with a playoff format other than 8 teams. (With the exceptions of Regions with less than that amount of participating schools, of course.)
