Has the NCAA fined other schools when they have given them penalties?

Did USC recieve a fine over the Reggie Bush penalty?</p>

The NCAA has acted outside of their scope of responsibility.

(Bilas is also an attorney for what that is worth.)

We are about to find out if PS is going to continue to stay tits up, or if they haveany fight left.

There will be no fight here. In fact on ESPN there is a legal blurb that says Penn State can't fight it because they signed off in agreement and that ANY lawsuit by anyone would be tossed out of court. Essentially this is done.

Jay Bilas is a ***** and needs to stick to commenting on NCAA basketball and the like. Screw him and all the other writers and talking heads who came down on the wrong side of this.

We'd still be screwed for years to come, but you get to keep $60M plus and probably get back to form more quickly. Either way, it's gonna be a looong rebuilding period.
