Which program did you use to make that. It is an absolute masterpiece. I would send it, just like it is, to the athletic department, I bet they have not considered this point of view.

Make sure to use colors that are pantone matched so it will be easier for the billboard maker to print. Some of the contrast in the image may not come out right when actually implemented.

Chances are it's a DNS cache error. Reboot your PC, your cable/dsl modem, and router. If that doesn't work, you're 17ed.
