Why are the lights at Memorial Stadium turned on during the day?

They are on because in the event the sky gets dark, like if clouds roll in, the lights can't be just turned on. They take an hour to get to full brightness. That is how it has been explained on this board before, just a precaution.

When I was in the band we had a situation during a rehearsal where the lights were needed but not on.

They take forever to warm up to full illumination, so that is indeed why they are on at weird times.
