I like that one idiot complained that the road to the brewery would suddenly be a hotspot for drunk driving. Wat?
So tell them to put the brewery where the zoning allows. I'm not against zoning regulations, and am certainly not opposed to a board of supervisors not allowing commercial breweries in residential/residential agriculture zoning areas.
Regardless of how idiotic the neighbors reasoning is, why not simply put the brewery where the zoning allows it?
