...This is the third (fourth?) year in a row I've used Sela Ward and Amy Tuck when predicting this game.
According to the unit content, a committee needs to be appointed first to study the Convention's resolutions, state constitutions, the Articles of Confederation, and other applicable reports and documents A rough draft is submitted to the committee to discuss and review. After a possibility of debates over the committees' details, further revisions are made and a final version is printed to put before the conventions members to vote.
