The SEC sets signee limit 28 players

I think it'll clearly hurts OM, MSU, Arkansas, etc. much more than LSU, Bama and LSU. They don't have to take as many chances on superstars with iffy grades as the others (although Bama has been doing it a lot under Saban lately just because they can).
While you're at it though, might want to thank Arkansas (32) and UK (29). And USC (29). Also send a note of appreciation to Alabama for their 32 signees in 2008.
what difference does it make with how many people a school "signs" as long as only 25 are allowed to enter?
To me, I don't see what the big deal is here. If you have 56 people in your class, you can still only allow 25 in on scholarship.
And if a school has that many signees simply to boost their Internet recruiting scores, then they're the ones that are stupid. And yet another reason why I think these websites with their "recruiting rankings" are a lot of bunk. I mean, my God, Steve Robertson has a combine. That should tell you all you need to know right there. It's ridiculous.
And then you have people like Gene pimping guys like Chris Garrett mainly because of his business- ie excite his customers from Tupelo with the speculation that this guy from a larger poplation area in Mississippi at a big name high school program will go to MSU, when all along a guy like Tyler Russell is clearly better.
And as far the Grayshirts and JUCO sign and place and what nots- what does it matter if these players are announced or not if they won't count towards the initial scholarship total for that year? Of course, I've always felt like it would be a nice gesture to announce who the invited walk-ons are to, but here again, that would probably make SEC have a wad in their panties to.

Do you think will be easy to sign a class with only three casualties year-in and year-out? With Mississippi being our primary recruiting ground? No big deal, huh?
I know that 30 is not much more than 28, but it does give us a little more leeway if some of our recruits don't qualify. And some won't. You can count on that.

I'm not sure that's relevant here. Mullen and his staff should know whether the guys they recruit have a chance to qualify or not. That's part of their job. They have access to their grades, just like every other coach in the country does. If they don't know where their recruits stand academically, then they aren't doing their job. I trust him in his judgement on guys like Sanders that people said had very little chance to get in if he does get them to commit. If it doesn't work out, that's on him and his staff.
I think it would be an issue if you somehow had holding rights on guys that commit to you out of HS but have to go the JUCO route or even the prep school route, but that's not the case. Once those players go to Hinds or wherever, they're fair game. We could very well sign a recruit or two out of Ole Miss's class in a year or so. It's happened before several times and has gone both ways- Smoot committed to Ole Miss out of HS, and then us after JUCO for example.
Regardless of the rules, Mullen has to be able to find the best 25 players that he can get and make sure that he can get them to Starkville.

The biggest difference is these players won't be listed as commitments like in the past.
I seriously doubt that Nutt recruited those guys without any intention whatsoever of getting them into their program somehow, at some point. And if he did, then that was a bad move on his part.

...trust me, if bammer won National Championships because they signed 75 players a year, they sure up the limit to 75.
Under the new rules would we have even signed the guy. At signature he was considered a very long shot to make it and now it looks like he might actually make it in. So 28 will always be cutting it close for MSU, OM.

Probably way out of the realm of reality but it would really force the kids to focus early on the academic side versus cramming in 3 online courses during the 2nd sememster of their senior year and then sweating out the ACT.

minor league prospects and recruits with bad grades are who this rule effects. I think this is stupid for the league to limit itself to 28 when everyone else isn't, but this rule might be decent with the whole ncaa doing it.
