If he has then he did it last night/this morning and hasn't told anyone from my side of the department. I still think he goes in without an agent.

I think there was a rule change after the Bost fiasco, and if you declare for the draft then you can not come back to school, agent or not.
I do think you can ask for a draft grade on where you possibly could be drafted without actually declaring without an agent.
