And this is new? The Russians try to influence elections all over the world. They are now involved in France, for example. They have done this for years.
They apparently hacked the DNC and Podesta. They did NOT hack voting machines. They did NOT change votes. And frankly, the hacked emails made the DNC, Podesta and the media collusion with them look silly, but did not sway the election.

Did Obama try and sway the Israeli election? Has the U.S. government ever tried to sway an election. We should have been prepared for this because we and others do this all the time.

Now, the NY Times comes out with a report that the Obama team purposefully sabotaged the Trump team by leaving behind information to be leaked. I wonder if Bush did the same to Obama?

They can't because there is no proof, and there is no proof because it did not happen. They (Russians) did not change the election results, or influence Americans to somehow change their votes away from Hillary in favor of Trump.
