$2.8 million and a potential big pay day from Texas or someone else next year.
Basically what I assume happens is - he put out feelers, didnt get much more than Houston was going to pay him (after all - hes still only had one year as HC -it could be a fluke) and decided that rather than take say $16 million from a Rutgers, he take $2.8 million from Houston and potentially get $20 million from Texas next year.
I dont think Herman is being loyal - just taking somewhat of a gamble on himself. Like Rhule I think will end up doing. Its dont think that its that RU couldnt afford him straight up - Im sure if we really wanted to we could have thrown $4 million a year at him, its more than RU (and the rest of CFB) thinks he is worth less than Herman himself does.
Basically - the fact that no one ended up with him tells you that its not just an RU thing - there were other attractive jobs - its a money thing - he wants more than people were going to offer based on one good season.
