Why is cowboy hat guy a cutout?

Why is the guy who sits in the corner seat in the front row behind the plate with the farmers cowboy hat a cutout on the games I watch this year?

I saw it at the Missouri Basketball game and he was having a hard time walking. Don't know if that was before or after that stroke.
