So an interim AD promises the HC job to someone when the new AD will do any firing and hiring.

This scenario does not make sense.
The interim AD making any decisions just before being shown the door makes no sense, so was the new AD involved in this hire behind the scenes? Just another wrinkle in this puzzling situation

I think we're talking apples and oranges, I can totally understand why Rutgers would want them, I do not understand why they'd want to come to this mess of a program.

Both LeBeaufs being able to coach at the same program is my guess for the move East and Rutgers will benefit from it.
As for being the next HC if the new AD feels a change is needed , Shannon probably will be given a good look, but not a sure hire.

IDK, I'm still puzzled. See more below.

IMO, not a wise move for spouses/partners to be coaching on the same team. What if things go bad, and one needs to get fired?

See that Shannon played to Coach Stringer. Interesting connection, and maybe another piece in the puzzle?

You might be right about spouses/partners not coaching on same team, but sometimes it is a good idea to add the partner/spouse if you feel that's the best way to get the coach you feel will help your program turn into a winner.
As for Shannon's CVS connection, I wouldn't put much stock in it, except for learning how to play defense under Vivian and being able to instill a modern variation of the type of D Stringer taught her players.
Coaching under winners like Gail Goestenkors at Duke and Cori Close at UCLA is a major plus when trying to instill a winning attitude in a losing program .

Sean's addition might be because of his wife but he does seem to have a fairly good resume , just not a top assistant one. I feel he'll be #3 in the pecking order, so should be a good fit and bring in a winner's attitude with him from what I read on his Rutgers bio ( though bios need to be taken with a grain of salt, but still might be good seasoning )

Hope you are right. As to coaches that coached under winners:
1. Chris Ash (Coached under Urban Meyer)
2. Eddie Jordan (Coached under Byron Scott and Mike Brown)
3. Fred Hill ( Coached Jay Wright)

Sure, there are examples of those that rose to great heights as assistants under great coaches, but no guarantee.
I'm normally optimistic, but something seems "off" here.

Kim Mulkey was an assistant and associate head coach under Hall of Famer Leon Barmore at Louisiana Tech.
Nikki Caldwell Fargas under Pat Summit
But you're right in implying being an assistant on a great HC's staff doesn't mean you'll be any good as a HC when you are put in that position

Fred Hill ( Coached Jay Wright) ?? Wrong , wrong , wrong
Fred was a successful RU mens baseball coach for 29 seasons and his record of 941–658–7 at Rutgers isn't a bad one at all
Now if you're talking Freddie Jr , that's a horse of a different color  and I say he was more into Gary Waters then a Jay Wright clone. Also was an assistant at various programs for around 20 years before hooking up with Jay.
Can't put him on Jay's coaching tree and I won't put him on Gary's
But I will admit, no matter what tree Hill JR fell out of : Judy in disguise was a failure as the RU MBB HC

Coquese started her coaching career under Muffet McGraw at ND but hasn't proved to be a winner , but had a good 4 year run at Penn St (101-31) but overall her time there ( 209-169) wasn't something that deserved a standing ovation

I'll put Fast Eddie's tree under Bob Wenzel , 128-135 at RU. who was the second HC he served under
His first assistant position was at BC on Jim O'Brien's staff
Byron Scott had a lifetime losing record so being in his tree is nothing to write home to mother about ;)
