We already have it through 12th grade, what is another 4 years. I could easily see this occurring and developing a testing procedure similar to what Germany does. You basically test into advanced grades and if not, you go into trades.

We are the fattest state in the country. Let's put soda machines back in schools while we are at it. They could hand out deep fried butter to the students as they enter the building each morning.

Some schools were disregarding this anyway.
Or rather, another way to look at it is that we put individual choice back into the schools.

It's clearly a division in perception. Your perception seems to be that we should control choice to force conformity into personal betterment. Our perception of this is to allow individual choice and allow someone the opportunity to do the right thing. If they don't make the correct choice, it was still their choice and one they own.
