I would be very surprise if that was the case. It does not sound like us.

Blank check probably refers to the resources for NIL and staff. I don’t suspect they’ve offered him that but I doubt a formal offer is given to where he accepts he has the job. Seems more like one of those recruitment offers early in the cycle that basically indicate the school is interested in the recruit heavy but when it comes to accepting the commitment the school needs to give the okay again.
