These look similar to some on the way to the Smokes in Tennessee, only the ones I see are limestone mines.These tunnels drilled through the middle of a mountain divert the Clover Fork and Cumberland River away from downtown Harlan, KY.

Georgia and Virginia, I could definitely see GA coming in with the 2nd most. Long state to drive through when going to visit family. Virginia surprised me.
I remember when they were drilling those tunnels out. Mamaw and Papaw lived at the very top of Ivy Hill so I spent many of days driving past the tunnels and Coal Monument as we'd go down to Druthers across 421.
