You apparently don't understand the burden of proof. Mandating that a preponderance of the evidence standard be used in disciplinary proceedings involving he said/she said cases is a huge deal for male students. Honestly I'd be shocked if it wasn't flipped into a presumption of guilt at a lot of universities for he said/she said cases since that's what best protects the schools federal funding. But even if it's applied the way it's supposed to, you basically end up expelling some students and permanently marking them based on a coin flip.
