Isn't the rule clear cut? Is the NCAA just this lethargic, or are they actually waiting on something like confirmation of enrollment in grad school classes, or are they dragging *** b/c they don't particularly like the way the rule is being used?

There is the broad statement that the transfer must be academically motivated for the waiver to be granted. Who knows if they're actually digging into that. Who knows how in the hell they could prove it. Who knows if they are just posturing because they see it being abused and they can't do a thing about it.

Or, more than likely, the NCAA is just a bureaucratic mess of paperwork and they couldn't get something out on time if you held a gun to their head.

the NCAA impose their own punishment without offical decleration of such by dragging it out a little while. This is what they did to Renardo plus some. I think there may be more people weighing in on this whole episosde to the NCAAthan most folks realize, just a hunch.
