Tried to login yesterday and got a message that because of the new system I had to get a temporary password via email to login. Well in the email they sent there was no temporary password. Tried to call the info line which has been busy every time I tried. It is a complete cluster.

sure if siblings were at one point, but i'm pretty certain that only those in the military (or once served) or children of those in the military (or once served) are eligible. Are you sure that your wife's parent(s) weren't? Again, unless it changed, this is the case.
