Typically, a motion to reconsider must be entered by someone who voted with the prevailing response. That being Smith.
As this is backwoods ******** Mississippi legislator, it probably went something like "Smith, remember that bill that helps your district you entered? Yeah, if you want to see it out of committee, you'll move to reconsider this heathen beer law."
A motion can be entered to table the discussion, which pretty much negates the motion to reconsider.
