As Phill Murphy would say, "NY cant screw our residents with outrageous fees. Only we can screw our residents."

Not out of state, but there were drivers around NY, particularly NYC, who were driving around with their plates covered. They're getting pulled over. If you pull over for out of state plates you'd run into harassment issues because there are people who are legit out of staters who just happen to be in NY.
What if a plate reader shows the plate should be on a Ford and it's on a Chevy? Or, the plate was from a car that had their plate stolen. Or, those numbers don't exist on any cars in the state of the plate.

Are you saying patrol cars have real time access to the make and model of out of state plates? If so a stop would be appropriate. A stop solely on the basis of out of state plates would raise Constitutional issues.

If the vehicle is LPR equipped, then yes.
