Go after mummy and daddy? It's their boat, un-supervised use. Those offending habits were likely learned behavior. So....
I understand the sentiments expressed by you and some others but as far as I can tell Florida’s legal age to operate a boat is 14. Provided the user has completed a training course.

If a 17 year old car driver in NJ throws a fast food bag of trash out of his window or gets a speeding ticket the parents aren’t punished.

Those looked to be 2 full trash barrels of garbage. Not really comparable to a fast food wrapper. Of course at that age you could fine the kid and the parents will likely end up paying.
